- Begin the message by highlighting the
negative issue including information that is critical to know as soon as
possible. A minimal amount of
emotion should be used in this section, instead focusing on just the
facts.
- The first part of the body should
focus on a more detailed analysis of the problem, and what caused the
problem.
- The second part of the body should
focus on mitigating factors, things that can be done in the future to
prevent this problem, and possible solutions to the problem.
- The conclusion should focus on what
is currently being done to resolve the issue or your personal
recommendation for resolving the issue.

- The message should begin very
powerfully to capture the reader’s attention. Key rhetorical devices may be used to
draw the reader into the message and the issue.
- The body should begin presenting the
issue if it was not already presented in the introductory
paragraph. This should be done
logically and with a minimal amount of rhetoric and emotion.
- The end part of the body should
present the solution to the issue.
This section should also focus on well organized and logical
arguments. Rhetoric may be used
to emphasize, or deemphasize, some points.
- Conclude
with summarizing why this solution is the best at addressing the issue. Reemphasize the key strengths in your
solution and the key failings in any other solutions. Rhetoric may be used in this section
as a tool to emphasize points and build goodwill with the reader.
