Unless the bank has instructions otherwise it has a fiduciary
responsibility to pay the shipper. It is then the the company's
responsibility to collect on any insurance for the cargo. As an
alternation it could also become a legal issue between the shipper and
the shipping company. Furthermore, the manager at McAllen Bank
should not notify the customer. Customer notification is the
responsibility of the company, and possibly the shipping company, but
not the bank.
